Its role in the Core Worlds is defined by its status as a “free-trade” zone, where proprietary technology is distributed and scientific or arcane research is conducted with minimal interference from outside galactic powers. Starlight City is situated across a sprawling tropical archipelago along the eastern seaboard of Aethelia. The geography is defined by a series of interconnected islands, deep-water lagoons, and man-made peninsulas that extend into the warm, mineral-rich oceans. The climate is consistently tropical, characterized by high humidity and frequent, localized rainfall. The city’s architecture is designed to integrate with this environment, featuring climate-controlled sky-walks and moisture-harvesting glass facades that overlook dense, purple-leafed mangroves.

Starlight City’s urban landscape is dominated by several high-profile districts that define the capital’s political and cultural identity. The Center serves as the city’s administrative and civic heart, housing the minimalist, white-stone architecture of the Civil Service Council chambers and the central planetary archives. Radiating from this center is the Neon City, the preeminent commercial hub of Elaxis. This district is characterized by a state of perpetual illumination, where high-density holographic advertisements and high-intensity lighting in shades of magenta, cyan, and electric gold paint the multi-level streets. In addition to the countless shops, boutiques, restaurants and tourist attractions, it is a world-renowned destination for the performing arts, with numerous studios, theaters and performance venues.

The economic power of the capital is concentrated within the Foundry District, the primary research and development sector. This high-security zone is dominated by the sprawling laboratory spires and is the headquarters of tech giants Eclipse Innovations, Spire Synthetics and Helix Communications. In contrast to the high-stakes industry of the Foundry, Prism Heights provides ultra-luxury residential arcologies for the planet’s corporate elite and high-ranking civil servants. These towering structures are strategically positioned to provide unobstructed views of the sunset over the vibrant purple jungles that surround the city.

The city’s cosmopolitan nature is most evident in the Exotown, a diverse cultural melting pot that serves as the primary home for the city’s immigrant population. While it is technically part of Starlight City, it maintains its own internal transit loops and is primarily populated by freight laborers, pilots, and customs officials.

Vectis

Vectis is a significant commuter suburb located to the west of the city center. It consists of high-density, mid-tier residential blocks and provides a more affordable living environment for the city’s corporate middle-class and professional workforce.

HydraPoint

Situated on a reclaimed oceanic shelf, Hydrapoint is a specialized suburb dedicated to marine research and deep-sea mineral processing. It is the primary hub for the city’s underwater infrastructure maintenance and serves as a point of contact for the offshore Anemonian communities.

Agricultural Areas

Further outside the city are the meticulously maintained terrestrial farmlands. Unlike the vertical farm towers within the city, these areas produce organic grains, specialty produce, and livestock in a traditional, natural environment.

Economy

Starlight City is the economic engine of Elaxis, driven primarily by the headquarters of Eclipse Innovations. As the only Big Seven corporation with off-world ownership, its presence draws significant interstellar investment and corporate espionage. Other major influences include Spire Synthetics, with its magitech augments in perpetual high demand across the Core Worlds, and Helix Communications, which maintains the planetary Grid from its central Starlight hub.

Imports

The city relies on the import of raw crystalline minerals and exotic biological catalysts required for high-end magitech production. Off-world textiles and specialty luxury goods from the Core Worlds are also high-demand imports for the city’s affluent population.

Government

The city is governed by the Civil Service Council, an elected body of twelve members. Councilors are elected by the registered citizens of Starlight City to serve four-year terms. The council’s power is strictly limited to managing municipal infrastructure, local trade regulations, and mediating between corporate disputes. They lack the authority to override planetary ecological mandates or national corporate laws established by the ECA.

Law Enforcement

Official law enforcement is provided by the Starlight City Civic Security (often referred to as Starlighters). Due to the city’s immense scale, the SCCS force of less than 50 Starlighters are stretched extremely thin and thus focus their resources on violent crimes, major civil unrest, and matters of planetary policy.

Daily security in most districts is handled by private corporate security forces. Large corporations maintain heavily armed, augmented units to protect their assets, employees, and property. These forces have full jurisdiction within their own scope of influence but are legally required to defer to Starlighters. Smaller, privately owned, security forces often operate in areas where corporate security has no interest or influence, and are funded by smaller companies or subsidized by the CSC.

The Gray Zones are unregulated sectors, often in the lower levels of older arcologies, where neither the government nor the corporations maintain a consistent presence. Residents in these areas typically form their own neighborhood coalitions to provide mutual protection and resolve disputes.

History

Starlight City was founded on the ruins of a pre-industrial Elaxian trade hub. It was chosen as the planetary capital following the liberation of Elaxis from the Unbroken Chain occupation, primarily due to its established infrastructure and its proximity to the original Coalition starport. The construction of the modern arcologies was funded by the early Big Seven conglomerates, who vied for influence in the new capital. The decision to finalize Starlight City as the seat of the ECA solidified its position as the galaxy’s premier magitech trade center.

Inhabitants

Life in Starlight City is defined by high-speed connectivity, a relentless work-culture and over the top nightlife and entertainment. The population is a dense mix of corporate professionals, tech-specialists, and creative artists. Native Elaxians dominate the political and executive tiers, while humans and other immigrant ancestries make up the bulk of the merchant and specialized labor classes. Sentient Bots are a common sight, fully integrated into the social fabric as citizens. The general atmosphere is one of ambitious optimism, where the pursuit of wealth and artistic expression is balanced by a deep, collective respect for the planet’s ecological health.

  • Zenith Day: A celebration of the city’s founding and planetary independence, featuring massive holographic parades and light shows.
  • Magenta Night: Occurs during stellar plasma exchanges which occur once every 4-18 months; residents gather in open-air plazas to watch the atmospheric color shifts. Though most beautiful and striking when this occurs at night, which transforms the blue-black a bright shimmering magenta, such displays occur during daytime as well though the color shifts are often more subtle.
  • Upgrade Festival: A corporate-sponsored holiday where consumer outlets place in-demand merchandise on sale and citizens spend the day shopping and taking advantage of the temporary low prices.
  • Seed Day: A solemn environmental holiday where citizens participate in the ritual planting of new flora in urban green-zones.
  • Binary Noon: Originally a religious holiday, Binary Noon is a celestial celebration held when O’zaam Prime and Proxima reach their closest visual proximity in the sky, which occurs only once every 3-4 years.
  • Echo Festival: A week-long music and arts festival that takes over the streets of the Neon Grid, showcasing new and exciting musical acts, theatrical performances, holo-vids, and sims.
  • Uplift Day: A day of remembrance among sentient bots where they acknowledge their origins as simple autonomous laborers where they spend the day attempting to do the jobs of non-sentient bots so their “sleeping” kin can know a day of rest.
